Senate Bill 604, enacted by the 86th Legislature, added Transportation Code, Section 520.023. The legislation required the department to implement a training program on the department’s automated registration and titling system and identification of fraudulent activity related to vehicle registration and titling.
The Texas Department of Motor Vehicles’ (TxDMV) Board voted to adopt rules for this training program during its October 3, 2019, board meeting, which were effective December 16, 2019.
Training Requirements
All persons who perform services in RTS, including county, full service deputy, and department personnel, are required to complete a minimum level of fraud training. Additional training is required depending on the RTS security permissions granted to the individual user. Please refer to the RTS-to-Module mapping document for details on the RTS training requirements (below this section, you can download the mapping document by clicking the blue button).
New RTS permissions cannot be enabled for any user until required training is completed. This means an existing RTS user cannot be granted new RTS permissions until required training is completed and verified by the department. Further, new RTS users cannot be granted any RTS permissions until required training is completed and verified by the department.
This training is provided via the department’s web-based learning management system and is referred to as eLearning. RTS users must complete required training using their assigned eLearning credentials. RTS users will not receive credit for training that is not completed using their assigned eLearning credentials.
eLearning modules typically range from 10 to 25 minutes in length. The total training time will vary between RTS users depending on the RTS permissions needed and the required training associated with those permissions. Successful completion of an eLearning module requires an 80% score on the test at the end of each module. eLearning modules and their associated tests may be retaken as many times as needed to ensure content understanding and to obtain a passing score.
New or Updated Training Modules
New eLearning modules or substantive updates to existing modules that are mapped to RTS permissions must be completed within 120 days of notification. Notification will be provided via the department’s GovDelivery system. If an RTS user is required to take a new or updated module, the user must successfully complete and the department must verify the training within 120 days of notification, or the RTS permission for that user will be disabled. The RTS permission will remain disabled until successful completion and verification of the training is made.
A county employee, or full service deputy, who is on leave on the date of the department's notification that the new training is available, for at least 120 days thereafter, and due to circumstances beyond that person's control, as determined by the county tax assessor-collector may have an additional 14 days upon returning to work to complete the new training.
Reporting Module Completion
To receive credit for required training, module completion must be reported through RTS and subsequently verified by the department. RTS permissions are assigned and removed by county personnel; however, the department must verify successful completion of all required training associated with a permission before it can be enabled.
To report completed modules, an RTS user with the “Security” permission must:
1. Access the Employee Security event in RTS (located in the Local Options menu under Security).
2. Enter the Employee Id and allow the user’s security profile to load.
3. Select the “Report Training” button located at the bottom of the screen. A new screen will load listing all modules a user has not completed or modules that must be retaken (because they have been updated). Completed modules verified by the department will not appear.
4. Select all applicable modules (you can select more than one module by holding the CTRL button and clicking multiple modules), and select the Enter button. The applicable modules have now been reported as complete to the department.
The department will verify reports of module completion submitted by county tax assessor-collector’s offices in the order they are received. The department will verify reported modules have been passed with a score of at least 80% by the RTS user. If a user has not met this requirement, the module will be returned. When the department verifies or returns reported modules, all county RTS users with the “Security” security permission will receive a red popup in RTS alerting them to the department’s review.
